Redirect .net Framework 4.0 in VB Express 2010

I am trying to get a program to run in VB Express 2010 and when it was originally installed someone else selected to install .Net 4.0 and redirect later. Now we cant figure out how to redirect it.

Does anyone know how to do this?

A bit of history. The other person selected to install and redirect 4.0 and then went and downloaded .Net 3.5 and lastly we downloaded 2.0. At this point I am trying to get Visual Basic 2010 Express to work on anything and the programs we have are not opening.
