Is it possible to redirect an inbound call to an outside number? ie: 800-XXX-XXXX calls, hits system then is redirected back out to another 800 number.

sure. Point the incoming 800 number to a CTI RP that is forwarded always to the other 800#.
 
Are you using MGCP or H.323?

the cti rp will only work for on net calls.

It will work for offnet as well. You just have to allow offnet to offnet calls to go through (see css).
A CTI RP is just like a phone with no hardware. You can forward a phone to an offnet number so why wouldn't you be able to fwd a CTI RP?
 
works internally, but from an external phone it still rings through.

so you are pointing this 800 number to CTI RP XXXX that is forwarded always to another 800 number right?
when you dial XXXX from another IP phone it forwards as expected, but when dialing the 800 number it does not?
What does it do? it rings through you said but where?
 
when dialing the 800 from an ip phone it forwards as expected, but calling the 800 from my cell it ends up at the 800 I'm trying to forward.

then you don't have it configured right. are you pointing the forwarded 800# to the CTI RP that is forwarded always?
If so how?
 
Sounds like the CSS of the gateway can't get to the partition of the CTI RP but inside phones can. Or the PT's are in the wrong order in the Gateway's CSS.
If the 800 number is still ringing from an outside call, what is it ringing on? Do you still have a phone with the 800 number on it? If so, how are you seperating the IP phone and the CTI RP?
 
the 800 number points to a DID on the system, so I agree it should work. I believe it maybe related to toll fraud, so my css are not set right.
I will experiment and let you know. Stars for both of you for taking time out to help.
