Redial says "incompatible" only for outside numbers

It's becoming a bizarre issue, I'm running off an IP500 V4.1.9. Both hitting the redial button twice as well as hitting redial and then choosing the number both come up with "incompatible" on the display. Internal numbers work fine. I have "91" in the prefix field in the manager, but I dont think it is causing the problem. I've tried rebooting the IP500 via software and physical attempt. Grabbing a number on the log works fine as well. Anyone have any suggestions??
 
If you are hitting redail twice and it attemps to dial then my guess is you are not using IP phones but I will ask anyway? Are you using IP phones?
 
If you're using IPPhone go to your Manager/TFTP server and find the 46xxsettings file standard it should be in;

C:\Program Files\Avaya\IP Office\Manager\ open the 46xxsettings.txt and change the options like below

## Long distance access code
SET PHNLD ""

## Outside line access code
## The number you press to make an outside call.
SET PHNOL "" <---- if you dail a 0 for an outside line then remove "" and put the 0 instead.

Don't forget to remove the ## before the SET...XXXXX
