Red light flashing on the inside of a CICS

Have a CICS that was having problems with lines 1-4 (you call into line 1 and 1 and 4 answer and nothing). Anyway, moved the lines and the trunk card to the second slot. Lines 31-34 are working fine, but the aux ringer option is not working. I don't know if its the Bogen TG-4C thats not working or the CICS cabinet itself. I say this because of the red flashing led on the inside of the CICS.
 
if you have a tone gen you can use it between the pins on the block set it to cont when call the number and see if the light comes on the tone gen it should then go off after each ring cycle.
 
The aux ringer output is a set of relay contacts. The proper voltage must be supplied to ring an external ringing device. You can also use a continuity meter to monitor the opening and closing of the relay contacts when a line is ringing. If you don't see the contacts go open and closed then I'd say the CICS is the culprit.
