Red Hat 9 will not load proc directory!!

Linux Redhat9 will not mount proc directory. Is there anyway to repair this without reloading the entire o/s? Does linux have a tool on the installation cd like windows, that allows you to repair a current o/s? Help
 
More info, please. Is the proc entry still in /etc/fstab? Do you get any errors when you try to mount it manually?
 
In other words, what's the output of

cat /etc/fstab | grep proc
and do you get any errors from
Code:
mount proc -t proc /proc
?
