Any help would be appreciated. Is their any filters or plug-ins to help with reducing red eye reduction...

or just traditional photoretouch/rendering by hand?

One way I do it is using the Ellptical tool, select the red eye
go to the blue channel and copy then go to the red channel
and paste. On way to avoid this is to have your subjects look
at a light first before you take the shoot.

As with most things in Photoshop it takes a few different ways to get it right.

much luck

select the red in both eyes (i use quick mask and a small soft edge brush)

Image> adjustments> channel mixer

select the red channel

set red output to 0% and green and blue each to 50%.
