Red and green lights flashing on partner mail vs

What could cause the red and green lights to flash on a partner mail vs.The system just started flashing and will not come up.It is a new module.

Try powering it down, reseating the card, and powering it back up..... If it still doesnt work, Sounds like a bad VM...

Is the license card fully inserted? Also, are the vm ports programmed?
