Recycle Bin Error Message - Cannot delete "file": Cannot find...

I recently downloaded a program entitled TMPGEnc which converts media files (.mpg to .avi, etc...), but when I attempted to delete the files I received an error message saying "Cannot delete "file name" (in Japanese characters): Cannot find the specified file. Make sure you specify the correct path and filename." I can still see the file on my hard drive, but it doesn't appear to be of any size. I simply cannot delete it or if it's not really there, it somehow left a mark in the recycle bin. I am wondering if there is someway, either by editing the Registry or some other way to permanently get rid of the message along with this mysterious file... Please help if you have any suggestions. Thank you.
 
Why are you posting in an Internet programming forum. You could find a better answer in a forum that is geared toward your operating system (in this case, Windows)

Anyway, I have had this happen to me before. What I think you should do is:

1. Open up a totally different file (such as a .txt file in notepad). Sometimes Windows still thinks that the file is open if it is the last file opened.
2. Press Ctrl Alt Del to bring up the Task Manager (win2k) or Close Program (win95/98) dialog box and make sure that a copy of that program you are running is not currently running.
3. Open the file in notepad and give it some size (type some random characters) and then save it, then delete it and see if that works.
