In Photoshop, how can I make a rectangle or square showing a black or color outline and control the thickness of the line? Thank you.

You can pick a foreground color (or leave black)

Now pick the Custom shape tool
Right click on your pallet and choose the square
Now on the pallet, click and hold then pull the mouse to the right to see a square or rectangle appear with the boarder in the color you chose.

If you hold the shift down while pulling to the right the figure remains square. Without the shift creates a rectangle.

Of course you can pull left, right, up or down.

I don't know how to adjust the boarder width.

Create a new layer (so you can move your shape around). With the Rectangular Marquee tool, draw out the square/rectangle. On the Edit menu choose Stroke. In the window that pops up, choose the color, size, etc.
