do a find for the file "dsmsched.log" on your filesystem (find / -name "dsmsched.log"
. Also look at "dsmerror.log" and see what errors are logged that coincide with the timeframe of the restore you're attempting. There should be logged info/errors of some kind that will shed light on why it's failing.
Also it may be worthwhile to have the TSM administrator take a look at his logs on the TSM server at/around the same time (the activity log). Usually more often then not it's obvious what the error is by examining these but you'll need to post more info for any help beyond that.
