recovery of HPFS to FAT help ASAP

I was running an uprade on my nt4.0 system, when it asked me to reboot, the next thing i saw after
rebooting was the menu
1)WINDOWS NT
2)WINDOWS NT (VGA)
3)WINDOWS NT INSTALLATION/UPGRADE

if i choose any of these they all give me a blue screen and will not work!!
they all prompt me to use crashdebug

if i execute fdisk i see my two scsi disks but i cant access them because they are HPFS instead of FAT (even the root), how can i recover my data, or convert it from HPFS to FAT even If i can see my drives (C:, D:)
PLEAZ HELP!!!
