Recovery Console Question

Good morning to all:

If the Recovery Console wasn't installed on a pc/laptop before the device begins to have problems (in this instance, the laptop will not boot up due to a missing systems file), is there another way to install it (short of not having the Windows 2000 Setup floppies)?

don't need floppies but can use cd of OS where you can run command console from. The cd also will allow for a repair
