I am working an a Windows 2000 PC which has had a disk error, and the OS no longer boots. After trying to repair it, the user has asked to load a new drive with XP. Ok, so I attached the old drive as a "D" drive, and am able to transfer information to the new "C" drive, but can you recover the original Outlook Express account and it's mail and addresses?

yep...

If the old drive is slaved, go to:
Address book:

C:\Documents and Settings\username\Application Data\Microsoft\Address Book

messages:
C:\Documents and Settings\username\Local Settings\Application Data\Identities\{061A7737-C790-4DE5-ADC8-0D1350BB3EBE}\Microsoft\Outlook Express

Open outlook express, file -> import messages or address book. Point to that location.
