Recover Netscape 7.1 mail?

I removed an account from Netscape, then readded it for troubleshooting purposes and found that the emails were gone. Can they be recovered?

Also, what kind of remedies can be tried to get emails to send? When I try and send email the message doesn't send, rather it sticks on "sending Message"
