Records not staying together

I have gone into the grouping and sorting an tried to manipulate the data without any luck. I am trying to get all the applicants to stay together instead of jumping to the next page if there is more than one.
 
I have legislator id, legislator, and there are applicants that are assigned to the legislators. The problem is that if there is more than one applicant assigned to the legislator it carries over into the next page. I either want that legislator and his informatoin to stay on the page it is on with all the applicants or have the legislator jump to the next page so all the applicants are under them and not scattered on tow pages.


I have not had much luck with troubleshooting and getting this to work.
 
There is a keep together property in the Sorting and Grouping dialog.

I know the sorting and grouping is where you go. I had to find out myself what to do the page footer sorting and grouping and select the field and set the keep together to Whole Group.
