Recorded voice announcement again

Hi, I have another problem with RVA, I have established announcement for busy state, but problem is, I always hear "classic" busy tone when I call to busy extension, is there any AS parameter, which need to be changed, that the message will be played?

RADSI:VSID=1,ANN=2;
RAMDI:ANN=2,MSG=2;
RACEI:VOCT=4,VOCGU=2;
in AS I have at PARNUM=161 PARVAL=8191 and at PARNUM=116 PARVAL=63.
