Record selection formula

I have a report with record selection formula"
if {?my Parameter} = 'All Cities'
then
1=1
else
{command.name} = {?my Parameter} "
& a dynamic parameter list of cities as
AllCities
SJ
SFO
SC
SA ...
This report has grouping on gender like Female 5
Male 7 according to cities. When I refresh my report & select "allcities" it gives me nothing but works fine if I select particular city like SJ or SC.
I have wriiten

SQL query to get "allcities "row .
I have selected "name" column for subreport links.

Is there any way to write new record selection formula
which will give total number of clients in "allcities"
grouped by gender LIKE

INTAKE 18 FEMALE 8
MALE 10 (In ALL CITIES)
 
Have you tried removing the gap between All Cities in your record selection or was this a typo?

if {?my Parameter} = 'AllCities' then true else etc...
