Record-locking Question - Access 2000

In Access 2000, there is a feature which allows row-level record locking which can be set at the application level (Tools -> Options -> Advanced). When forms are created, the RecordLocking property can be set to "Edited Record" which, according to Access help, locks pages of records at a time.

I'm just a bit confused here...if the row-level locking option is checked at the database level, then does this mean the forms lock records at row-level, or do they lock records by pages?
