Reconcile Inventory Utilites Change Items to Buy

I think you want to avoid using the Site Resource Planning Maintenance Screen.
If a user accidently setup a Site in this screen to be either make or buy - the system will consider this to be your 'global' setting and will override your item Resource Planning preferences.
Basically, double check that when you enter the Site Resource Planning Screen that there are no entries for any sites - if there are entries/prefs - then you can delete them in that window.
