Recommendations on Bandwidth Monitoring Software 1

We are trying to identify bandwidth abusers in our company. It seems that at least a few times a week, one of our switches momentarily disconnects from our IP Office, causing about half of our phones to lose connection and reboot. We have collected SysMonitor logs and determined that there was nothing wrong with our IPO. So I am looking for recommendations for a Bandwidth monitoring software/tool that won't break the bank. I have looked at ManageEngine and some other software, but find them to be very pricy.

Cant you use the logs from the switch? usually it keeps track of port usage and if you reset the counters on a regular basis you can see which port is being used most, disable the port and wait for someone complaining his/her pccannot access the network. then you can say "gotyaf*ng*sshole!" or something more decent if you wish.
