Recipient Policy deleting excluded Msg Class

Windows Server 2003 Standard - SP2 / Exchange 2003 - SP2 / Outlook 2003 SP3

We recently implemented Unified Messaging, and now enjoy voicemails in Outlook. My goal is to delete voice messages older than 28 days, using a Recipient Policy. I've excluded all Message Classes except the one I want to delete: IPM.Note.Voice.Unity.

The policy, however, deletes an excluded class. For example, I see IPM.Note messages that were deleted. That class was specifically excluded.

Any ideas?
