recipient limit in Exchange 2003

We have had problems with the size of distribution groups in Exchange 5.5 there appears to be an 8kb limit and it has been an issue with some users. We are going to be migrating to 2003 soon and I am trying to find if this limit has changed but can't find any documentation. Does anyone know if it has and if not is anyone aware of a work around?
 
Distribution lists are considered one recipient and only take up from 400 to 500 bytes of space. The total amount of space that is allowed for each folder is 32 kilobytes (KB).
