Recertify a user ?

Hi all, I've never worked with Domino, and I need to recertify a user.

Everything I've com across on Google says to open the Lotus Domino Administration Console....how? It's not in the menu and I can't seem to find an executable file in the Notes folder for this.

We're using R5. Thanks for any help
