Recepient Update Service Problem

We have Exchange 2000 Enterprise Server on SP3. We upgraded from 5.5 by replicating public folders and moving mailboxes.
This took place several weeks and since then users have been working away without a problem
There is a problem where the Recipient update service does not automatically create an SMTP address for a newly created user. I have to end up doing this manually which is a pain.
This worked without a problem on Exchange 5.5.
I have looked through numerous articles on Microsoft support and checked everything they suggest.
Can anyone provide a further insight into the problem?

Look at the properties of Recipient Update Services (yourdomain) in System Manager, and point it to another domain controller (preferablt a Global Catalog Server). You can also right-click and Rebuild the RUS in System Manager. Especially if you make any change in Recpient Policies, the next time you rebuild the RUS, it will restamp all users basesd on the Recipient Policies you have in place. It can take as long as 3 hours to actually stamp a user, although usually it happens within 5-10 minutes on a small domain.
