Recent workbooks disabled by administrator

Here's a weird one. I have a single user that from time to time gets the message your recent workbooks have been disabled by your administrator in Excel. The fix I do is to remove the registry entry "NoRecentDocsHistory" and this fixes his issue for about a month before it happens again. This issue doesn't happen to any other users. Is there anything I can do for this user so this doesn't keep happening? When it first started happening, I rebuilt his active directory account but it continued to happen.
