Receiving messages that I'm not an administrator but I am

I had to nuke my Vista Ultimate. I created a local account, installed all windows patches etc. I then added my laptop to the domain, using the domain admin account, then added my domain\user as a local administrator of my laptop. I just went to try and create an ODBC system DSN and have message saying I'm logged in with a non-administrator account. I AM an adminstrative account though.
 
Do you have UAC (User Account Control) running? Have you tried right-clicking the application and selecting 'Run as administrator' and see if this will allow you to create the system DSN. You also may try disabling UAC all together to see if that will allow you to create the system DSN.
