Im having an issue where I am unable to confernce in a third part on a call, We are using 7940 phones with Callmanager 4.1.3. I am able to call both parties but when I press the Conference button I get disconnected with a busy signal but the other 2 parties get connected together. The same thing happens if one of them attempts to conference you in.

One thing to look at is the event viewer for the time you tried conferencing. If you see errors that says no MTP resources, you will need conferencing resources.
The CCM software conference resources are for G711 only. If you are trying to mix in different codecs, you will need hardware resources, for example, PVDM2 resources or resources from ports on a 6608.
