Receiving error "Outlook failed to start correctly last time"

I have Googled for this error condition, and I have found references that tell me to locate and remove the registry key named:

HKEY_CURRENT_USER\Software\Microsoft\Office\10.0\Outlook\Resiliency

...and all other keys named "...\Outlook\Resiliency".

Posters also indicated that users will see the message one last time, along with the option to go into Safe Mode. We should choose "No" to Safe Mode, then we should be okay.

The result, however, is the same error, over and over, with the option to "Fix and Repair", which re-installs "MS Office" (it says, "successfully"). However, when we attempt to invoke "Outlook", the same "...failed to start correctly..." message appears.

This is happening (relentlessly) on two different machines. The common behaviour is that in each case, we modified the name of the machine user.

Can I presume that since no one has responded to this thread in the three days of its life, that this must be an obscure problem for which no one here has a ready solution. Is that a fair presumption? If so, I'll trudge on with other resources.
