Rec count of flat file and if count>0 then the next session will run

Hi,
I have a flat file generated from the previous session in the Informatica workflow and if the generated flat file has record count>0 then the next subsequent session needs to be run or else faliure mail needs to be send.
How can i acheive this.Any help in this regard will be appreciated.

Set the link properties to the next session for target rows > 0 and the link to the failure email to target rows = 0.
