I have a database which has been developed over several months. I am in a classified environment with a closed network. I want to transfer the filemaker files from the closed network to the open network. My security office will not let me move the files from the classified environment to the unclassified environment. It is the file structure that they will not let me transfer. They will let me transfer any flat ascii file that they can examine prior to the transfer. I have found that I can export field definitions, scripts, etc. with not problem. It is the layouts that are going to have to be rebuilt.

Is there any way to transfer the filemaker layouts individually as can be done with a table or a script?

I'm afraid you are facing a complete rebuild of your application if your security dept. refuses to allow you to transfer your database.

Certain elements of FM (like scripts, layouts, etc.) can be duplicated or imported within the FM environment where the "open" database resides. But this won't resolve the problem.

It appears your issue involves the recreation of the entire data structure, tables, indexes and fields. It is not possible to simply "rebuild the layouts" if the framework is missing.

For example, fields and portals on a "copied" or transfered layout will disappear if the field is missing from the destination table/file. (Table & File are the same animals when dealing with FM versions earlier than version 7).

Maybe you could convince your security folks to make the database transfer themselves or establish a security plan to help facilitate your task. Otherwise, your company may be looking at a few manhours to rebuild the app from scratch again.
