I know with a BCM 400 ver 3.7 or earlier you are able to perform a reboot remotely. Is there any way to reboot a BCM 400 ver 4.0 or 450 remotely if you have access to the main splash page?

The Windows versions use a "web browser" the newer Linux versions use "Business Element Manager"
Neither have a "splash page"

You can reboot remotely from "Business Element Manager"

Not sure if the problem is something inside the BCM, but I cannot connect using Element Manager unless somebody on site reboots the BCM. I can, however, get to the main splash page going to the web page 10.xxx.xxx.xxx. Just thought there was a command using PuTTy to force a remote reboot.

If you know how to log onto the BCM that uses the Linux operating system, then there is an option to reboot the BCM using your normal login account.
