Reboot after power failure

Hi,
I have a Model B50 RS/6000 server with AIX 4 that will not boot up automaically after power failure.
I have to manually press the power on button. So far have enabled the unnatended power up option in the System Mangement Service and set autorestart flag to true.

Move jumper J15 next to the CPU to enable 'boot at power on'.
