Reapplying permission settings, Access Denied error 1

I am trying to re-apply the security permissions on a directory and sub directories but I get 'Access Denied' on some files. If I go to the specific files and take ownership then I can reset the permissions on them but if I take ownership of the top-level directory it still gives me the same error. I'm hoping there is a way to fix this otherwise I might have to go one by one on these files and reset permissions. Also, nobody touched this server that these files were messed up on. Is this a common problem where windows just randomly selects files to screw the permissions on?

Grab subinacl from Microsoft's site ( and you can change ownership of all files in a directory and subdirectory at once.

And to answer your question, No, this is not a common problem where Windwos just randomly selects files to screw permissions on. In fact, in my many years of dealing with Windows, I've NEVER seen it 'randomly' change perms on a file/directory.
 
The 'Does Windows randomly change file permissions' question was more of a gripe than a comment.
