Really Noobish external HD question

if i were to back up my entire mp3 collection to an external hard drive, would i then be able to play the mp3s from the external HD through my pc sound system i would i need to transfer it back to my pc?

No, no transfer needed.

iTunes (and most other MP3 players) lets you configure where you store your music so this should be perfectly possible. Any MP3 player pointed at your external hard drive will probably complain if you start the application with the hard drive disconnected / powered down.
