Really minor Outlook 2000 question

OK, I'm new to Outlook 2000, and this is driving me nuts! I keep turning on my formatting toolbar, and it keeps turning itself back on!

Anyone have any clue why that is, and how I can stop it from happening? I haven't been able to narrow it down any further than that.

Under options / mail format / try changing it to html in that location to see if it will keep the setting.
