reallocate space from deleted partition on FAT32

Not sure if this is possible.
have 40Gb drive on winxp which was setup with FAT32.
There were two partitions--have deleted the second partiton but want to know if I can reallocate the 18gb back to the first partition without 1. converting to NTFS 2. without reformatting the whole thing 3.without buying Partition magic

It's okay, I bit the bullet and just used convert to make the partition ntfs and then I extended it using diskpart so it's all good now.
However, does anyone have any experience with performance issues having converted a FAT32 to NTFS? I read that the MFT might get broken up and this could have some impact.
