Real Time Report and TOD

So I have TOD on some scripts that says from 00:00..08:00 queue to skillset B. After 08:00 queue to skillset A.
When you look at a real time display prior to 08:00 there will be calls in queue in skillset A. No one is logged into skillset A but calls will still appear there.
Why is that? The higher up's are thinking the TOD is not working on a certain script, I say nay.

Thoughts and or solutions?

If a tree hugger falls in the woods...who cares?
 
What kind of treatment is given when Skillset A is out of service? Do they call a different number when they make a call for Skillset A vs Skillset B, or is the same CDN for both skillsets? Do other scripts perhaps send callers to skillset A? Lots of ways for the call to get there, would need to look at all the scripts to see how the calls are getting there.

Have you placed a test call yourself prior to 8:00 am to see where the calls go?
