Real Tek Ethernet Card

Im building a computer and all works well except my NIC card. My HP NIC card works fine. This, low end, Real Tek card is recognized by the computer and shows to be working proplerly. I cannot connect to the internet with that card. Any ideas would be greatly appreciated.

What is the RealTek card connected to? Is the green lights on the card on when you plug in the cables?

What happens when you "ping 127.0.0.1"?
