I am quite new to Microsoft Project and want to use it to schedule a workforce (fairly small) who build custom equipment. How can I group members of the workforce into capability groupings, then enter plans to build individual pieces of equipment and assign the type of person I want on each task and have the Project software assign the people based on their availability?

You have a couple of options:
When you create the individual resources on the Resource sheet, enter the resource's capability group into the group field. You may then use the filter capability in the Assign Resources dialog to only show resources from that group. By creating the individual resources, you can maintain individual resource calenders with different time-off.

Another option is to create resources by capability group and set the maximum units above 100%. So if you have 3 people from group A, you'd set the max units to 300%. Disadvantage is you don't have individual accountability and the level of detail with individuals.
