Reading/Writing File outside web directory

I am having trouble working with the code that I found at

I am trying to read PDF files outside the web root directory. The code working find in Netscape 4.76 and the PDF files are displayed, but IE 5.5 the PDF files are unreadable (looks like the matrix code). I am using Response.ContentType = "application/pdf"
