Reading text file with high ASCII characters

Hi,
The answer to this is probably staring me in the face, but I can't see it. I have a number of files that contain chevron characters (Asc 174 & 175). When I read the file into a StreamReader, all of those characters are dropped out. For the work I am doing with them, the chevrons are the most important characters in the file; they are delimiters.

Can anyone tell me how to get the chevrons to not drop out?

My backup solution--to modify the files in a text editor to replace the chevrons with something else--is not very appealing.
