Reading Excel spreadsheets

Can I read excel spread sheets in any other programs?
As my user hasen't got an excel licence and doesn't want one at the moment.

Really can't think of anyway to do that - unless your willing to put some kind of VB app together. This sounds like a real pain.

The alternative - is output the Excel file in some other form (csv etc)

You can save Excel as html and add interactivity. You can't modify it though.

Could get Lotus Smartsuite which will read Excel files and was given away free a while ago - may still be available on the Net.
 
If by "reading" you mean your user has to be able to view the file, but does not need to modify it, then go to the Microsoft Download Center. Excel viewers are available for download free of charge.

If you're after converting Excel files to another program or importing an Excel file into another program, it would halp if you can say which program(s) your user could use.
