Reading and Writing data to a file.

Hello, I recently started programming in VC++ and I would like to start my first project. I've done some research but couldn't find anything. So my question is, how can I make an app to read an offset of a file (say 0x04) and display the info in a text box. Also how can i make it so you can edit that offset.
