From what I understood of your question:
Send mail with attachment -> try uuencode.
Receive mail an separate message from attachment -> try munpack.
If munpack it is not available on/for your system/unix, you might get the source from the web and compile it on your box.
You can then check the content of the attachment with maybe awk or sed or whatever.
