Read only files

I get a message saying

indow states- packzap c:windows/system32/classlist/.prog Error in line
6170 user-interface opertation not allowed at this time.1031.

I think it may have something to do with the Read Only files. When I right click on the folder and get rid of the tick it works and I apply it, I make sure it is completely unticked.

I go back in and it is ticked again!!!

Any ideas out there what I have done? or to solve this?
 
You are not changing the Read Only status with your folder clicks; essentially the Properties page for folders and the Read Only status reflects only whether Explorer needs to read a desktop.ini file in opening the folder:
This is quite different from early versions of Windows. Your issue lies elsewhere. If the file is truely read only, use the ATTRIB -r *.* command from a CMD session on the folder contents.
