Read only access is denied by user with full permissions

I am running Access 97 on Windows NT4.
An Access file has permissions set on the folder (and file) so that some people can edit and add records, others only have read access. No locks are set. Default is shared.
If a user with Change access has the database open then Read only users are blocked.
Does anyone know how the permissions should be set in order to permit multiple access to the file by Change and Read only users at the same time?
