Read-Only Access in Excel 2007

We have an Excel workbook in on our server that is used by various people. We have one person that when he tries to open and work in the workbook, it shows as Read-Only. That happens to several spreadsheets he is trying to open. These are not being used by anyone else at the time. Any assistance would be greatly appreciated. Thanks.
 
Are all the problem Excel files in the same folder/directory/server/drive/etc?

If they are in the same location, it sounds like a network folder permissions issue, particularly since you're talking about one user. If you're not sure, ask the specific user having this issue to create a new file in the folder containing the Excel file(s). If that errors out as well, then he needs write access to that folder.
