Read access with viewing folders

I know I just have a case of the Mondays (name the movie) but how do you allow someone read access to a folder without letting them actually see the directory or folder contents. I have a software folder for remote installs of software, but I dont want people just downloading to thier hearts content, yet when installing some software, it occasionally needs to go back to the source for certain files. Any idea's.
