Can someone define the advantages (or dis-advantages) of setting the table size in pixels as opposed to percentages?

Its down to you and the content you are trying to display.
With percentages your tables will resize so you need a great deal of flexibility in your content to adjust with the tables.

I ALWAYS use pixels for outer or structural tables, I dont want anything to move around when people resize their browsers etc.

Most of the adv/dis-adv are obvious so its down to preference IMHO

I think it really depends on who you are writing for. If you understand your page's viewers (and there screen preferences) than it is much easier to select which option you would like to choose.

Pixels are great for binding certain objects to certain sizes. Percentages are great for allowing your site to flex to the needs of the users. In conjunction with one another you can make a site that is perfectly viewable at 1280x1024 as well as 640x480.

the HEIGHT and WIDTH attributes make your pages load faster. Without these, the browser must wait for the content to download since it cannot know how much space to leave for them!
