re-sizeable template

Hi,

I'm making up a site in Dreamweaver 4, and i was wondering if there's a way for me to create a template that fits the amount of stuff on each page, so that i don't have big gaps at the end of some pages. For example, if i have a page on my site that doesnt have a lot of text on it, the footer should go right to the bottom of the text, but if another page is longer, the footer should snug up to the bottom of that as well. right now, i've made a template with the whole thing being an editable region (so i can re-size it for each page). This kind of defeats the purpose of the template, because now i can't update my pages (cuz there's no locked regions). is there a way for me to have locked regions, but still have my whole template be re-sizeable?
 
Try this.

Create a layer.
Put your footer in it.
Using the property manager set the height of your layer as a %, say 30%, assuming your footer will stay inside it.More/less if necessary. Using the property manager set the top value of the layer at 70%

See waht happens. Might have to tweak it a bit, but found to set a layer with a piccy in it at the bottom, set the layer height as a %, then the top value at (100%-layer height%) seems to work.
